David Talpes
CO-MANAGING PARTNER
David Talpeș is one of our firm’s co-managing partners. He has more than 10 years of experience of practicing general civil and commercial law, with emphasis on company law, litigation, contracts, debt recovery. He also has relevant experience in labour and administrative law.
During his years of activitiy he assisted and represented Romanian and international clients active in various fields such as agriculture, real estate, air transport, industrial production, trade and distribution, pharmaceutical industry, renewable energy. Among the projects he worked on are company mergers and acquisitions, internal employment restructuring, recovery of large insurance debt portfolios, legal assistance in greenfield renewable energy projects. Also, various types of civil, commercial and administrative litigation, and commercial arbitration.
He has been described by clients as a trustworthy person and a reliable professional, with a remarkable ability to process intricate legal issues while maintaining a practical approach. Roxana Ioana Talpeș
CO-MANAGING PARTNER
Roxana Talpeș is a co-managing partner and co-founder of Talpeș Law Firm, as well as a member of the Cluj Bar.
With over 12 years of experience in private and business law, her practice covers a broad range of areas, including insurance law, company and commercial law, contracts, labour law, and competition law. She has also developed notable expertise in human rights litigation, particularly in actions against public institutions for constitutional violations and breaches of the European Convention on Human Rights.
Roxana advises and represents a diverse clientele, ranging from companies—such as private schools, IT and software firms, air freight operators, and foreign-owned manufacturers and agricultural businesses with international capital—to private individuals, including public officials and magistrates.
She graduated the Faculty of Law at Babeș-Bolyai University in Cluj-Napoca and holds a Master’s degree in European and National Business Law. Her work is grounded in precise legal analysis, strategic insight, and a strong commitment to protecting client rights. Renowned for her tenacity, she is fully dedicated to achieving fair and just results in every case that she handles. Dr. Dumitru Balea

Dumitru Balea is one of our law firm's partners, with more than 12 years of experience as a lawyer. He is a specialized lawyer in litigation, tort law, contracts law and intellectual property law. The focused advice he provides to clients also covers areas of corporate or administrative law. The litigations in which Dumitru Balea has successfully represented his Romanian and foreign clients have covered various fields of law, such as real estates, labor law, transportation law, enforcement of obligations, medical and research law, etc.
His lawyer's practice is based on a long-standing study of law. He obtained his law degree at the Faculty of Law of the "Babeș-Bolyai" University of Cluj-Napoca, where he also attended the master's course "European and National Business Law". Dumitru Balea is a PhD in law, the academic degree being graded "Summa cum laude" by the same university, after having defended his thesis entitled "Non-conventional Legal Entities".
Dumitru Balea's academic activity represents a guarantee of a thorough knowledge of the law, through research, participation in national and international conferences and following study programs abroad. At the same time, he teaches contracts law, inheritance law and introduction to civil law to students enrolled at the Faculty of Law of the "Babeș-Bolyai" University in Cluj-Napoca. Loránd Benő
ASSOCIATE LAWYER
Loránd Benő is a graduate of the Faculty of Law of Babeș-Bolyai University in Cluj-Napoca. During his academic training, he completed a semester at the Martin Luther University of Halle-Wittenberg, where he studied the fundamentals of German law and further refined his German language skills. He later pursued a master’s degree in criminal law and forensic sciences at the Babeș-Bolyai University, Faculty of Law.
Since the beginning of his legal career, Loránd has been part of the SCPA Talpeș Team, practicing as a lawyer within the Cluj Bar Association. His main areas of practice include insolvency proceedings, insurance law with particular focus on insurance claim recovery, as well as criminal law, especially in the context of road traffic offences, economic criminality and romance fraud. He is also active in the fields of general debt recovery and corporate law.
Loránd is a Hungarian native speaker and speaks German and English at an advanced level, which contributes to the ease of communication with the firm’s clients.
He combines legal precision with a practical, client-oriented approach offering tailored legal solutions based on careful analysis. He pays close attention to detail and places particular care on the quality and presentation of all legal documents — whether contracts, court filings, or legal opinions — ensuring they are both precise and professionally crafted.

Paul Andrei Ciorba
ASSOCIATE LAWYER
Paul Andrei Ciorba is a lawyer within our team and a member of the Cluj Bar. He graduated from the Faculty of Law at Babeș-Bolyai University and is currently pursuing a Master’s degree in International and Comparative Business Law at the same institution.
Paul has developed a strong interest in civil, commercial, and international law. He was part of the Babeș-Bolyai University teams at several international moot court competitions, including the Enjoy the European Court of Arbitration Competition in Bucharest, the John H. Jackson Moot Court in Lisbon, and the Willem C. Vis Moot in Vienna. These experiences deepened his passion for legal pleading and broadened his practical legal perspective.
